Angled Risers change the angle of the trucks and help to make them more responsive, and allow the trucks to sit further away from the deck, reducing the chance of wheel bite, and allowing you to run bigger wheels.

Just a little more info: The angle that the kingpin is tilted is known as the truck's geometry. The geometry of the trucks affects how much the board will turn with given lean. The geometry can be adjusted through the use of angled risers or "wedges," which are mounted between the deck and the truck's baseplate. The turning ability will increase if the geometries of the trucks are angled toward the ends of the deck. If the geometry of the kingpin is closer to vertical, the turning angle will decrease, which can improve stability.
